On March 26, 1939, the All-Union Committee for Physical Culture and Sport attached to the Council of People's Commissars of the USSR established the Pin “Tourist of the USSR”.

The badge could be issued to all citizens of the USSR who have reached the age of 18, who have two years of tourist experience and have completed at least 2-3 (depending on the difficulty) travel. In addition, tourists must submit at least one travel report and have theoretical and practical knowledge of tourism in the scope of a special program. The program of requirements and standards was published in the fifth issue of the magazine "Onshore and at Sea" for 1939. The program provided for the following knowledge: reading the map and the ability to navigate both the map and local subjects; the ability to choose a place for bivouac; put up a tent and make a hut, make a fire and cook on a campfire food. You must also know the mode of travel, the hygiene of the tourist on the way, the elements of medical self-control, first aid on the way. Elementary knowledge in geology, botany, zoology and meteorology is needed.

The first badges "Tourist USSR" were presented at the 5th meeting of Moscow tourists on the Borovsky Kurgan in June 1939 to thirty-six tourist activists.
